We'll highlight key changes as they unfold, helping shippers follow the evolving trade landscape with confidence. Each update is placed in context, making it easier to grasp the bigger picture at a glance.

The U.S. administration has leveraged two key trade law enforcement authorities to impose tariffs in 2025:

  • The International Emergency Economic Powers Act (IEEPA)
Authorizes the President to "regulate" certain economic transactions, including imports, in response to declared emergencies concerning certain "unusual and extraordinary" threats to national security, foreign policy, or the economy.
  • Section 232 of the Trade Expansion Act of 1962 (Section 232)
Authorizes the President to impose import restrictions—such as tariffs—if the Secretary of Commerce determines a product "is being imported into the United States in such quantities or under such circumstances as to threaten to impair the national security."
