Update - Section 232: Eleven New Steel Derivative Products Affected

Effective June 23, 2025, as announced in Federal Register 90 FR 25208, an additional eleven steel derivative products classified in Chapters 84, 85, and 94 of the Harmonized Tariff Schedule of the United States (HTSUS) are now subject to an additional 25 percent duty under Section 232.

In Cargo Systems Messaging Service (CSMS) # 65405824, U.S. Customs and Border Protection (CBP) issued instructions including the applicable HTSUS classifications.

Newly Affected Products:

  • Combined refrigerator-freezers (8418.10.00)
  • Small and large dryers (8451.21.00, 8451.29.00)
  • Washing machines (8450.11.00, 8450.20.00)
  • Dishwashers (8422.11.00)
  • Chest and upright freezers (8418.30.00, 8418.40.00)
  • Cooking stoves, ranges, ovens (8516.60.40)
  • Food waste disposals (8509.80.20)
  • Welded wire rack (9403.99.9020)

Applicable Chapter 99 HTSUS Numbers:

  • 9903.81.91 - Applies to all countries except the United Kingdom (U.K.) for goods admitted to a U.S. Foreign Trade Zone under “privileged foreign status” before June 23, 2025, and entered for consumption (or withdrawn from warehouse) on or after that date.  A 50 % ad valorem duty on the value of the steel content applies.
  • 9903.81.98 - Applies to the above-mentioned steel derivatives originating from the U.K.  A 25 % ad valorem duty on the value of the steel content applies.
  • 9903.81.92 - Applies to all countries, including the U.K., where the derivative steel or iron product was processed in another country using steel articles that were melted and poured in the United States.  A 0% ad valorem duty applies.

Note: Duty drawback is not available for these products, as specified in Proclamation 10896.

Update 6/24/2025:

CBP issued revised guidance under CSMS# 65441222, correcting the HTSUS number for the UK-specific duty line: It should be 9903.81.98, not 9903.91.98 as previously stated.  No other changes were made.
