CBP Provides Updated Guidance on Reciprocal Tariffs from China, Hong Kong, and Macau, effective May 14, 2025.

On May 13, 2025, in Cargo Systems Messaging Service (CSMS) # 65029337, U.S. Customs and Border Protection (CBP) provided guidance on the implementation of the International Emergency Economic Powers Act (IEEPA) Reciprocal tariff decrease effective May 14, 2025. 

Beginning at 12:01 a.m. EDT on May 14, 2025, imported products of China - including those from Hong Kong and Macau - entered for consumption or withdrawn from warehouse for consumption will be subject to a 10% reciprocal tariff. Filers should report such products under:

  • 9903.01.25: Applies a 10% ad valorem duty to articles from any country, excluding those listed under headings 9903.01.26-9903.01.33, and except as provided for in heading 9903.01.34. 

This 10% tariff replaces the previous 125% rate, pursuant to the 90-day tariff suspension outlined in the Executive Order. Filers should discontinue the use of heading 9903.01.63.  CBP confirmed that the 20% IEEPA illicit drug tariff remains in effect for products of China and Hong Kong.
