Guidance: U.S. Economic Prosperity Deal with United Kingdom

On June 27, 2025, in Cargo Systems Messaging Service (CSMS) #65475725, U.S. Customs and Border Protection (CBP) issued guidance to importers and customs brokers on the U.S. Economic Prosperity Deal with the United Kingdom under Executive Order 14309.  

Effective June 30, 2025, CBP outlined instructions for filing entries of U.K.-origin automobile parts and civil aircraft products under the new agreement.  Additional guidance on the UK Automobile Tariff Rate Quota (TRQ) program was issued in CSMS #65475228. 

Automobile Parts (HTSUS 9903.94.32)

  • Eligible products: Parts for passenger vehicles and light trucks from the UK
  • Duty Rate: 10% total tariff, including MFN tariffs
  • Filing instructions:
    • Use HTSUS 9903.94.32 followed by the applicable Chapter 1-97 HTSUS code.
    • Report 10% duty on 9903.94.32
  • Exemptions:
    • Not subject to reciprocal tariffs (EO 14257)
    • Subject to non-stacking provisions (EO 14289, Proclamation 10947)
  • Chapter 98: Additional duties still apply
  • Foreign Trade Zones: Must be admitted as privileged foreign status.
  • Drawback: Not available.

Civil Aircraft Products (HTSUS 9903.96.01)

  • Eligible Products: Civil aircraft, engines, parts, simulators from the UK
  • Duty Rate: As per applicable HTSUS subheading.
  • Exemptions:
    • Not subject to tariffs under EO 14257 (reciprocal tariffs), Proclamation 9074 (aluminum), and Proclamation 9075 (steel).
  • Filing instructions: Use Special Program Indicator “C” to claim preferential treatment

2025 UK Automobile Tariff Rate Quota (TRQ) – Filing Guidance (HTSUS 9903.94.31)

  • Effective period: June 30, 2025 – December 31, 2025
  • Quota Limit for 2025: 65,205 UK- origin automobiles
  • Duty Rate: duty in applicable subheading plus 7.5%
  • Subject to: Section 232 duties (Proclamation 10908)
  • Future Quotas: Starting in 2026, capped at 100,000 automobiles annually, administered quarterly.
  • Filing instructions: Refer to Quota Bulletin QB 25-508/ for detailed procedures
