Commerce Department Expands Tariff Coverage for Metal Derivatives

On August 15, 2025, the U.S. Department of Commerce has issued a notice expanding the scope of Section 232 tariffs to include 407 additional Harmonized Tariff Schedule (HTSUS) codes for steel and aluminum derivative products.

Effective August 18, 2025, at 12:01 a.m. ET, duties will apply to these newly listed products upon entry or withdrawal for consumption. The 50 percent tariffs will be assessed only on the steel or aluminum content within each product. Annex 1 of the tariff schedule will be updated accordingly. Steel and aluminum content subject to Section 232 duties is not subject to Reciprocal tariffs. However, the non-content portion is subject to Reciprocal tariffs.

This expansion results from the Section 232 Inclusions Process, initiated by the Bureau of Industry and Security (BIS) through an interim final rule on April 30, 2025. The process provides three two-week submission windows annually – in May, September, and January – during which U.S. manufacturers and trade associations may request the inclusion of additional derivative products. All submissions are subject to public comment.

The next submission window is scheduled for September 2025.
