U.S. budget bill
For businesses, the passage of the bill provides tax rate certainty and restores bonus depreciation for capital investments. Stability in the tax rate should last at least through the current administration’s tenure. Bonus depreciation is a tax incentive that allows businesses planning capital improvements, equipment upgrades or property renovations to deduct the entire cost up front, improving cash flow. The intent is to encourage business investment, which may increase freight demand over the medium term.
English language proficiency for truck drivers
On 25 June, 2025, commercial vehicle inspectors began nationwide enforcement of English language proficiency regulations for truck drivers. A key implementation detail is that along the U.S.-Mexico border, drivers in certain commercial zones are exempt from out-of-service penalties. Drivers operating within these zones can be cited for a violation if they fail the test but will be allowed to continue operating.
